To the Portland State Community,
We have been committed to protecting and supporting all of our students, regardless of immigration status, since PSU was founded in 1946 — a stance that was strengthened when PSU became a Sanctuary Campus in 2016. However, the new administration’s actions have created a sense of fear and uncertainty for members of our community and beyond.
I want to make it clear that although we can’t predict what’s to come, Portland State stands firm in its commitment as a sanctuary school and an institution that cares about the safety and wellbeing of all its students.
This means that the Campus Public Safety Office (CPSO) will not and cannot engage with immigration enforcement. Oregon is a sanctuary state, which means all law enforcement agencies in the state — including CPSO, the Portland Police Bureau (PPB) and the Oregon State Police — are prohibited by state law from working with immigration officials. This commitment has been recently confirmed by Portland Mayor Keith Wilson, PPB Chief Bob Day and Oregon Gov. Tina Kotek.
At Portland State, our commitment to being a sanctuary school means:
- PSU Campus Public Safety does not enforce federal immigration law;
- PSU will not consent to immigration enforcement actions on campus or facilitate any such actions; and
- PSU protects the confidentiality of student records as required by law.
PSU’s Office of General Counsel has prepared a detailed FAQ to help students and employees understand their rights and address immigration-related concerns.
In the weeks and months ahead, these policies might be challenged, but we remain dedicated to welcoming and supporting all learners and fostering a community environment focused on care and wellbeing.
