PSU’s Risk Management (RM) department and EHS have developed a Safe Driving program to facilitate the safe operation of university-owned vehicles. 

PSU Safe Driving Program

This program includes the following:

  • Authorization of employees to become drivers
  • Accident reporting procedures 
  • Guidelines for different types of vehicles and circumstances
    • These guidelines are based on best practices ad industry standards in order to mitigate risks to drivers and bystander 
  • Responsibilities of drivers and departments

This program does not cover the use of specialized mobile equipment vehicles such as Powered Industrial Trucks (forklifts) or Mobile Elevated Work Platforms (aerial lifts; boom and scissor lifts). University Driver Responsibilities

Responsibilities of university-vehicle drivers include:

  • Following the rules and regulations of the Oregon Department of Transportation (ODOT) and the Oregon Department of Motor Vehicles (DMV), the laws and regulations concerning driving in any local or state jurisdiction
  • Following the university driver requirements (Section 5.2 of PSU Safe Driving Program), which includes:
    • Operating Vehicles on Campus
    • Operating Utility Carts
    • Operating Large Capacity Vans
    • Towing Trailers
  • Reporting accidents, incidents, near misses, and moving violations immediately to their supervisor

University Department Responsibilities

Responsibilities of PSU departments with university-vehicles include: 

  • Ensuring the use of their vehicles are permitted only for employees that have completed the Driver Authorization Process and have been approved by the department supervisor
  • Conducting vehicle appropriate maintenance and service in accordance with the manufacturer’s recommendations and state requirements
    • Maintenance, repairs, and Oregon DMV inspections will be documented and retained for the life of the vehicle by the department
