PSU Foundation Philanthropic Partnership Award

DEBORAH SMITH ARTHUR, J.D., is a Professor in University Studies at Portland State University and currently serves as the Associate Executive Director of University Studies. A former criminal defense and juvenile law attorney, she has been at PSU for 20 years and is the founder of PSU’s Higher Education in Prison program.

Dr. Arthur received the Campus Compact Western Region Engaged Scholar Award in 2019 for her extensive work in bringing college education and support to people experiencing incarceration. She was also a member of the 2018-19 cohort of Child Defender Fellows selected by the Children’s Defense Fund. Her dedication to criminal justice reform includes working on numerous successful clemency petitions, long-time volunteer service with the Oregon Youth Authority, and participation on several statewide task forces commissioned by the Oregon legislature to study and recommend actions addressing prison education.

In addition, Dr. Arthur organized and is an active member of the Oregon Coalition of Higher Education in Prison. She earned a Master’s Degree in Black Studies from The Ohio State University and a J.D. from the University of Connecticut School of Law.

Dr. Arthur’s contributions to education and criminal justice have had a profound impact on the community, and her commitment to advocacy and reform continues to inspire and support those involved in the justice system.
