What is the VRC, and what do they do?

The VRC is the Veteran Resource Center. Located on campus at PSU, our resource center currently offers computer and printing access, a food pantry, and a place where veterans can meet with other veterans, hang out, do homework and share their college experience.

What Kind of Resources Can I get From the VRC?

We are here to help students transition successfully from the military to college to career. There are a number of resources on and off campus available to veteran and dependent students. Contact us at psuvrc@pdx.edu to get more information or guidance on how to successfully navigate PSU and PDX community.

Q: I am interested in attending PSU, how do I apply?
A
: Start by exploring our veteran landing page, where you can apply and request a visit or further information.

Q: I have been accepted into PSU, what do I need to do next?
A
: After accepting the schools offer, refer to the New Student Checklist as well as our New Veteran Student Guide for details regarding registration and benefits. 

Q: What scholarships or grants are available for myself or our my family?
A
: There are numerous scholarship and grant opportunities available to students. We consolidated some of those opportunities on our Grants and Scholarships page. Note: If your tuition and fees are 100% covered by the VA, then a tuition-based scholarship will be the first to apply to your tuition and fees, then the VA will pay the remainder. You will not receive that money, but the VA will receive a discount.

Q: How do I start receiving my GI Bill benefits from the VA?
A: Explore GI Bill benefit information, use the GI Bill Comparison Tool, and apply for education benefits, such as the Post 9/11 GI Bill, here. If you are unsure of which benefits you may be entitled to, please contact the Veterans Success On-Campus Counselor, Alexandra Birmingham, to assist you.

Q: How do I start using my VA Educational Benefits at PSU?
A: Once you have applied and have been accepted to PSU, schedule an orientation to get access to the student myPSU, register for courses, and start getting your courses certified. There is an option to attend a veteran orientation as well. For more information, refer to the New Student Checklist.

Q: Where do I go to get my VA Educational Benefits Certified? 
A: The Veteran Certification Office processes veteran educational benefits for PSU. They are located in the lobby of Fariborz Maseeh Hall. Contact by phone at 503-725-8380 or email at vetcert@pdx.edu

Q: What do I need to bring with me when I come in?
A: Your chapter will determine which forms you will need to complete or bring with you.

Q: How is Oregon residency determined? 
A: Please refer to the Registrar's Residency page to see the current policy and procedures on determining residency at PSU. Please contact our residency officer if you have any questions in regard to your residency status - askres@pdx.edu

Q: Is there a tuition fee waiver program? 
A: Yes, however, it depends on your benefit chapter and residency. The State of Oregon offers additional fee remission programs which can be found here: Veterans Certification Benefits. Additional questions about tuition and fees should be directed to the Veterans Certification Office.

Q: How does Summer Term Registration and benefits work?
A: Per VA regulations, each summer enrollment period is certified separately, and BAH is only available while actively enrolled. You must have at least one in-person course in each enrollment period in order to receive in-person BAH for that period.

For undergraduate students full-time averages 1 credit per week of enrollment. I.e. 4 credit hours per week for four weeks is full time for those four weeks. Or 8 credit hours per week for eight weeks, etc. For any clarification needed on a Summer course schedule reach out to vetcert@pdx.edu as soon as possible to avoid any missing payments. 

DOCUMENTS AND FORMS

Q: How can I get a copy of my DD Form 214, Report of Separation (or equivalent form)?
A
: The DD Form 214, Report of Separation, is filed in the Official Military Personnel File (OMPF). Most veterans and their next-of-kin can request copies of their DD Form 214 and other 20th Century military and medical personnel records online, via eVetRecs.

Q: Where can I find my Joint Service Transcripts?
A:
Military members in the Army, Marine Corps, Navy and Coast Guard who are active duty, reserve duty or veterans are eligible for the JST.

Follow these steps to obtain and access your JST:

  • Register for an account.
  • Click on the "Transcripts" link and view, print or save your unofficial transcripts.
  • You can also click on "Official Transcript Request" and complete the form to have your official transcripts sent to your desired institution at no cost.
  • Air Force members should contact the Community College of the Air Force for transcripts. You can order an official transcript through the Air University or the CCAF Online Transcript System.

VA QUESTIONS

Q: How do I get in touch with a VA representative?
A: PSU has its own VA VetSuccess Counselor. Refer to VetSuccess page. For other VA-related questions, you can reach out to Oregon Department of Veteran Affairs, or the Portland Regional VA Office. Multnomah County also offers various veteran services which can be found here.

Veteran Service Officers (VSOs) are available for assistance at the Portland Regional VA Office. Find out more information here.

Q: What is the yellow ribbon program?
A: The Yellow Ribbon GI Education Enhancement Program (Yellow Ribbon Program) is a component of the Post 9/11 G.I. Bill® that assists non-resident students with the cost of out-of-state tuition. For more information, refer to the PSU Yellow Ribbon Program page.

Q: Does VA Healthcare satisfy the health insurance requirement for students taking 5+ hours?
A: Yes, you must submit a waiver every academic year to not be billed for the University’s health insurance plan. If you do not submit the waiver on time, you will be billed at a rate of $1,108/term at the time of writing. 

If you are using the Post 9/11 GI Bill (Ch. 33) the cost of the Student Health Insurance plan is covered up to the percentage eligibility of the student’s benefit. To verify benefit information, check on the Ask VA Website or contact the Veterans Certification Office.

Q: How do I apply for my VA Disability?
A: VA Disability Claim may be started and followed up on, online through the VA Disability Benefits Page. if you choose to complete it on your own. A Veterans Services Organization (Veterans of Foreign Wars, Disabled American Veterans, etc.) is certified to assist you in completing this paperwork.  The Oregon Department of Veteran’s Affairs (ODVA) employs at least one certified VSO per County to serve you. PSU also offers a Disability Resource Center whose “mission is to make university life accessible to students with disabilities. We identify, evaluate, and reduce or eliminate barriers to student access and equity. We foster community and create opportunities to promote disability culture.”.

CAMPUS RESOURCE QUESTIONS

Q: I am interested in getting academic assistance, where should I start?
A: PSU offers tutoring services through the Tutoring Center

Q: I am interested in improving my writing, what resources are available?
A: PSU offers assistance with writing via the Writing Center. You can get professional feedback and assistance with writing from English Department professors and other staff and faculty.

Q: What resources are available for arranging outdoor activities?
A: Similar to many MWR Outdoor Recreation centers located on military installations, PSU offers the Outdoor Program (ODP). The ODP helps the Portland State community to access and enjoy the great outdoors, build community, increase environmental awareness, and provide exciting experiences in new settings. The ODP provides a wide variety of opportunities, including guided outdoor trips, workshops, certification courses, outdoor rental gear at affordable rates, and an indoor Climbing Center.

Q: Does the campus have a gym?
A: PSU has a Campus Recreation Center that offers full gym facilities and a pool. Use of the Rec Center is a mandatory fee of $44. Per their Member Services page, "each PSU student taking at least one credit per term and paying PSU tuition and fees is automatically charged the Student Rec Fee and has access to the Rec Center and Campus Rec resources for that academic term."
