All bids received must be accompanied by a submission form. Bids received without submission forms may not be honored.

Surplus Property will periodically offer equipment through Sealed Bid auctions wherein bid amounts are kept secret from other bidders. Surplus Property will not disclose the current highest bid for auction to other bidders for any reason.

Sealed Bidding Process

  1. Buyer sees the item posted on our website at https://www.pdx.edu/surplus/items-for-sale
  2. Buyer downloads a Sealed Bid Submission form linked on this page
  3. Before the ending time stated on the auction listing, the Buyer sends a completed submission form through email, USPS or other common carriers (Fedex/UPS/etc.). Email is the preferred method.
  4. PSU Surplus Property will reply and confirm the receipt of bids received through email. Bids received through USPS, or common carriers will not be confirmed.
  5. Within (1) business day of auction's end winning bids will be compiled and compared. Within (3) business days of auction's end the winning bidder will be contacted through phone or email to confirm payment and schedule removal of equipment.
  6. In the event of a tie between bidders PSU Surplus Property will contact the tied bidders to submit a follow-up bid. Tied bidders have (1) business day (up until end of day 4:30pm) to submit a follow-up bid. Bidders who do not submit a follow-up bid before the deadline will be disqualified.
  7. Buyer pays for and removes equipment within (5) business days after payment has been received (unless other arrangements or extensions have been made).

Items offered for sale through sealed bid auctions will be explicitly noted in their descriptions and titles. The ending time and date for each auction will be noted in the item description with which it corresponds.

Terms and Conditions for Sealed Bid Auctions

In addition to the general terms and conditions for acquiring surplus property bidders must be aware of specialized terms and conditions for Sealed Bidding:

  1. Bids must be accompanied by a completed Bid Submission form and submitted through email or mail methods described therein.
  2. All bids and bid forms must be received before end-of-day on the closing date to be considered. Bids submitted through USPS or common carrier received after end-of-day on the closing date will be rejected regardless of postmark date.
  3. Exact bid amount will be honored regardless of other bid amount(s) received (for example the current high bid for an item is $100 and you bid $1000. If you are the highest bidder once the auction ends you will be expected to pay your full bid amount of $1000 for the item)
  4. Bidders may submit multiple bids for one item but only the most recently received bid will be considered.
  5. Bidders may submit only one amount per bid. If a bidder submits multiple amounts per bid whichever amount is highest will be considered.
  6. If more than one bidder ties for the high bid, the bid received first will be awarded the property.
  7. Bids amounts are in US Dollars (USD).
