Dr. Hawk


Dr. Hawk is a Senior Fellow at the Center for Public Service in the Hatfield School of Government. She brings a wealth of interdisciplinary experience and research to serve Oregon.  Raised in the Portland area, she recently completed her East Coast career and earned Director Emerita status at Framingham State University in Massachusetts. She and her team built a thriving international program for domestic and international students to improve their language and communication skills for personal, academic, and professional success.  Her life’s work has been in applied linguistics, developing strategic advances to improve access to higher education, and culture and values and their effects on environmental management and policy. A descendant of the Haudenosaunee people, She has represented tribal governments of the Pacific Northwest as a regional air quality coordinator, served on regional and international work groups, and testified on behalf of indigenous people before the United Nations. She has also served on the East Coast as a tribal community liaison in higher education.  Her research includes vexing social justice issues on Earth and in outer space and she is currently writing and speaking about the threat of space debris.   

Dr. Hawk holds a doctorate in law and policy from Northeastern University, a master's in public administration from Harvard University Kennedy School of Government, a bachelor of arts from Portland State University in communications, with an emphasis in intercultural communication, as well as a Certificate to Teach English to Speakers of Other Languages.
