This year the UPP is offering one seed grant to a team of researchers interested in pursuing an innovative research project that is aligned with the mission, priority, and goals of the USGS. Teams will include at least one primary investigator (PI) from ORWSC and one PI from PSU. Special consideration will be given to proposals that increase the participation of PIs and students from groups identified by the NSF as underrepresented in STEM; include research positions or experiences for multiple students; and facilitate new working relationships between researchers. UPP Seed Grants are intended to establish or enhance beneficial connections between ORWSC and PSU researchers that will grow into long-term research with external funding. Budget Template

After submitting the Letter of Intent, PSU PIs will be assigned an SPA staff member to provide support in developing the budget, including information about salary and OPE rates. The Budget Template linked below must be submitted alongside your Project Proposal as an Excel File.

Budget Justification

The Budget Justification should also be submitted with your Project Proposal. The justification should include the total amount proposed and an overview of expenditures by category. Please utilize the budget justification template linked below.

Funding Schedule and Award Period:

Awards will be announced in November 2024. The award period will last 24 months and will begin September 1, 2025 per the guidelines described in the RFP. All funds must be used by August 31, 2027.

  • June 28, 2024: RFP announced
  • July 23, 2024: Q&A webinar from 12-1pm PDT
  • August 16, 2024: Letters of Intent (LOIs) due
  • August 23, 2024: Feedback on LOIs provided
  • October 11, 2024: Proposals due; selection process begins
  • November 20, 2024: Grantee notified
  • April 15, 2025: Graduate student selection submitted to UPP
  • September 1, 2025: Project award period begins
  • Summer 2027: Project award period ends
