Prabhas identifies and conducts research into collaborative governance in collaboration with NPCC's research team. He conducts literature reviews, and collects and analyzes data. 

Prabhas is a first-year PhD student in Public Affairs and Policy at Portland State. He has an interest in international development, public policy, and governance, particularly the roles and functioning of local governments. Prabhas stays in sync with the current literature and research on collaborative governance trends to enhance the quality of ongoing and future research at NPCC. 

Prabhas is a citizen of Nepal and has a master's degree in development studies and a bachelor's degree in media studies from Kathmandu University. Most recently he worked as research, monitoring, and evaluation officer with the Foundation for Development and Management. Previously he served as the communications coordinator for Teach Nepal. He has also conducted research for a USAID project, and for the International Development Institute, and the Asia Foundation.
