PSU Board approves 3.5% undergraduate tuition increase

The Portland State University Board of Trustees on Thursday unanimously approved a 3.5% increase to the undergraduate tuition rate for the 2023-24 academic year. The increase is equal to $7 per credit hour and is lower than the university’s forecasted inflation rate. Nonresident and graduate tuition rates will also increase $7 per credit hour.

The modest increase allows PSU to retain one of the lowest tuition rates in Oregon and remains well below the state’s other large universities. 

“Portland State University serves Oregon’s increasingly diverse student body,” said PSU President Stephen Percy. “With 80% of our students coming from within Oregon, this university is a key driver of social mobility and economic growth for the state. We rely on tuition to cover the costs of the education we provide, but it’s equally important that we meet the obligation to keep the cost of earning a degree within reach for all.” 

Student fees will also go up for the 2023-24 academic year, with an overall average increase of 4%. The incidental fee will increase by $27 to $186 per term and the health service fee will increase by $12 to $202 per term. Both the student building fee and the recreation center fee will stay the same next year.  

The Student Fee Committee recommended the fee changes, which were approved by President Percy, as a way to balance the protection of essential student support functions from cuts while also making some strategic reductions in fee-funded areas to keep fee increases to a minimum. 

“As students, I think we recognize and understand that additional financial burden the fee can place on students and throughout our process we aimed to minimize a fee increase while prioritizing services important to the student experience at PSU,” said Grayson Hoffman, vice chair of the Student Fee Committee in a memo to the Board. 

Undergraduate tuition including mandatory fees and based on 15 credits will be $11,238 for the 2023-24 academic year for in-state residents and $30,138 for out-of-state students.
