Employee Eligibility
Who is eligible?
- Employees in benefits-eligible, unclassified positions and are employed at .50 FTE or more on a 12-month appointment
- Employees in benefits-eligible Classified positions are eligible for holiday pay
Who is not eligible?
- Employees in graduate assistant positions
- Employees in academic staff positions whose annual appointment is less than .50 FTE and/or on academic wages,
- employees on leave without pay, and
- other employees in non-benefited positions
Employees in full-time positions receive eight (8) hours of holiday pay for recognized holidays. Employees in part-time and hourly positions receive a prorated share of the eight (8) hours based on their FTE percentage.

* Employees in classified positions must be in pay status at least one-half (1/2) of the last workday before the holiday and one-half (1/2) of the first workday after the holiday in order to receive holiday pay.
Whenever a holiday falls on a Sunday, the following Monday will be observed as the holiday. If a holiday falls on a Saturday, the preceding Friday will be observed as the holiday. In addition, employees in classified positions who are required to work on a holiday will receive compensatory time off or cash at the rate of time and one-half.
Wait Period and Maximum Balance
Eligibility for holiday pay begins with the date of hire and is available for use immediately.
Special Day
Unclassified positions
Special Day (formerly known as Governor’s Day) provides employees in academic professional & unrepresented unclassified positions with eight (8) hours of leave, pro-rated for part-time employees based on their Full-Time Equivalent (FTE). This leave must be used in a single block of time during the fiscal year (July 1 - June 30) and as approved by your supervisor.
Classified Positions
In addition to the holidays outlined in this section (other than the Unclassified Special Day), the SEIU Collective Bargaining Agreement grants employees in classified positions, who have been employed by November 15th, a Special Day of paid leave (8 hours for full-time and a prorated share for part-time). This leave may be taken during the fiscal year (July 1 - June 30) and as approved by your supervisor.

Scheduling and Use of Special Day
Scheduling use of a granted Governor's Day or a Special Day must be done in advance cooperatively with the approval of the employee's supervisor. Time off for these days should be scheduled in such a manner as to minimize the disruption to the operations of the department and organization, within reasonable supervisory discretion.
Each department may establish guidelines for employees in addition to this in order to meet customer service and operational needs of the department.
Recordkeeping
Employees must record and submit usage of holidays and the Governor's or Special Days accurately on the applicable timesheet and/or leave roster within established payroll deadlines.
