Phil Keisling served as Oregon Secretary of State from 1991-1999. In 2015, he and a colleague (Dr. Jason Jurgevich) were co-leaders on a $250,000 project that downloaded more than 20 million mayoral election voting records as part of their ground-breaking "Who Votes for Mayor" website (www.whovotesformayor.org).
