Chapter 31 is for veteran students who are honorably discharged due to a disability.
To begin your certification under Chapter 31, you must start with your Vocational Rehab counselor/case worker at the Federal Building at 1220 SW 3rd Avenue,
Portland, OR. If you have any further questions, contact the Veterans Certification Office at Portland State.
