Oregon Housing Needs Analysis

House Bill 5006 from the 2021 session (HB 5006), appropriated funds to study and make legislative recommendations on the incorporation of a statewide housing needs analysis (OHNA) into state and local planning programs. To achieve more affordable, fair, and equitable outcomes in the housing planning process, DLCD and Oregon Housing and Community Services (OHCS) developed a plan to achieve these goals and prepare a proposal for the 2023 legislative session. An element of the plan is incorporation of race/ethnicity, disability, and tribal land areas into population projections that are used for planning. As a pilot study, the Population Research Center at Portland State University has generated new population forecasts with these elements as a contribution to an OHNA legislative proposal. The full report details the motivation, methodology, results, and takeaways from this analysis.  Data tables for selected results are linked below.

This pilot study is not meant to take the place of the Oregon Population Forecast Program (OPFP), but rather, should be seen as a proof of concept for population forecasts which include more demographic detail than has previously been available in OPFP forecasts. Beginning in 2023, OPFP forecasts will begin to incorporate elements of the RHNA pilot program into its results. OPFP forecasts can be found on the landing page.
