Portland StateUniversity Closure, December 19-28, 2009.
Below is information for faculty and staff, unclassified and classified, regarding the closure of PortlandStateUniversity from December 19 through December 28 of 2009.
How many days does the University closure include?
The University will be closed December 19 through (and including) December 28. This closure period includes the Christmas holiday, as well as five work days. Other than a few exceptions, no employees should report to PortlandState for work during this period. Employees are reminded to change their voicemails and email messages to make the public aware of this closure period.

What is a President’s Leave day?
A President’s Leave day is a paid leave day received in exchange for the unclassified salary reductions, as outlined in Letter of Agreement #4 of our Collective Bargaining Agreement with AAUP. Please note that the Unclassified/Unrepresented and Unclassified/Excluded employee salary reduction program follows this same outline.
I’m an unclassified employee. How many days do I need to take off?
All unclassified employees have received a minimum of five President’s Leave days, regardless of salary level, to be used during the closure period of December 19-28. Some employees received more than five President’s Leave days.
Will I be paid if I take President’s Leave days during the closure period?
Yes. President’s Leave days are paid leave days received in exchange for your salary reduction, which will continue to be taken through the remainder of the fiscal year as scheduled.
What do I do as an unclassified employee who needs to take more than five President’s Leave days due to my salary level?
Unclassified employees who, due to the Mandatory Salary Reduction and Leave Program, are required to take more than five President’s Leave days off, must coordinate the remaining leave days with their supervisor. All remaining President’s Leave time must be taken before June 30, 2010.
If I haven’t used my Governor’s day, can I use it during this closure period?
Yes. Unclassified employees who have not used their Governor’s day and planned on using it in conjunction with the Christmas holiday may do so in lieu of a President’s Leave day. It may also be taken in conjunction with the New Year’s holiday. Unused President’s Leave days must be taken before June 30, 2010. Unused Governor’s Leave days must be taken before January 31, 2010. What is a “furlough day”?
A “furlough day” is a mandatory unpaid leave day as outlined in the Letter of Agreement, Mandatory Unpaid Leave Days, in our Collective Bargaining Agreement SEIU Local 503, OPEU.
Classified employees were offered a choice regarding how to take the pay reduction associated with their required furlough days. 97% of classified employees choose the “equal payment method” in exchange for an offsetting balance of paid “furlough leave time”. Three percent of classified employees chose the “pay as you go” method and when they take their furlough time it will be without pay.
As a classified employee, how do I account for my time off during the closure period?
Classified employees must use their furlough days during the University closure period of December 19-28, 2009.
I’m a classified employee who is only required to take four days based on my salary level. How do I cover the fifth closure day?
Classified employees who are only required to take four furlough days based on their salary level must use their Special Day, comp time, vacation time or personal leave to cover the additional day during this period. I’m a classified employee who is required to take more than five furlough days. When do I take the additional time?
Classified employees whose salary level requires them to take more than five furlough days must coordinate the remaining days with their supervisors, all of which must be taken before June 30, 2010.
