Internationalization Council

The Internationalization Council is an administrative committee established in 2002 for the purpose of revising and refining the goals of the Internationalization Initiative. The Council was reorganized and formally appointed by the Provost in 2008. In the period since 2002, and with input from the campus community, the Council created the Internationalization Action Plan to further the Internationalization Initiative.

The Office of Global Engagement and Innovation (formerly Office of International Affairs), the President’s Office and the Provost’s Office work closely with the Internationalization Initiative to accomplish its goals. In cooperation with academic and administrative units on campus the Internationalization Council facilitates:

  • Curricular integration
  • Travel abroad opportunities
  • Increased international presence on campus
  • Increased  engagement with others, both nearby and around the world
  • Formation of the Internationalization Council
  • Reporting on campus international initiatives and activities
  • Collaborative Online International Learning (COIL)  
  • Provide Academic Oversight of Education Abroad Programs

PSU's International Vision:

Portland State University’s future will be guided by the understanding, belief and commitment that our students will enter the 21st century as leaders in an emerging global community. The University understands that internationalization must become integral to the fabric of everything that we do. The University administration, faculty, academic professionals and staff believe that we must prepare our students to be not only globally aware but also globally active. The University demonstrates, on a daily basis, its firm commitment to our international mission. Through the integrated efforts of the administration, faculty, academic professionals and staff, we will internationalize our culture to the point that international is no longer something added to the university’s mission, but is seamlessly woven throughout the fabric of our campus. The University will provide every PSU student with the highest quality international education possible within the limits of fiscal responsibility.

Internationalization Goals:

  • Increase opportunities for every PSU student to have meaningful contact with other cultures through: (a) our academic curriculum, (b) study abroad opportunities, (c) international students, (d) faculty visiting our campus and (e) all other aspects of the campus environment
     
  • Develop university policies and procedures that encourage leadership and innovation in the creation and delivery of a world class international education
     
  • Increase opportunities for PSU faculty, academic professionals and staff to incorporate international dimensions into their teaching, scholarly agendas, programs and professional development
     
  • Build on Oregon and NW Washington’s emerging sense of themselves as places with an international character and critical links with the rest of the world
     
  • Strengthen PSU’s ties with its international alumni to develop their support of our international vision and mission.

 

Education Abroad Academic Advisory Subcommittee

Charge and Responsibilities

The Education Abroad Academic Advisory Subcommittee  (EAAAS) in accordance with the NWCCU policy on third party contracts for educational services shall:

  1. Provide Academic Oversight of Education Abroad Programs
    Regularly review and approve study abroad programs that have run at least one year, based on program information assembled by the PSU Education Abroad staff (e.g.: including program promotional materials, budget, syllabi, activity and excursion descriptions, health/safety assessments, student evaluations), considering the following criteria:
    1. Are program learning objectives clearly identified and appropriate?
    2. Do excursions and other program-required immersive activities advance learning objectives and are culturally appropriate?
    3. Does the program offer courses that are academically compatible (contact hours, and calendar) for PSU requirements?  If not, are there proposed accommodations?
    4. Does the program employ instructors who meet minimum requirements to serve as PSU teaching adjuncts?
    5. Are programs integrated into the student's overall academic experience (by satisfying degree or core requirements, by enhancing a student's overall program of study, and/or by developing skills that enhance career readiness)?
    6. Does the program provide instructional support and student support services?
       
  2. Use the review criteria above to classify programs as follows:
    1. Green: No major concerns with regard to 1-7 above, next program review in 3-5 years (interval set by committee).
    2. Yellow: Some concerns with regard to a-g above, next program review in 1-2 years (interval set by committee).
    3. Red: Major concerns with regard to a-g above, program should be suspended for one year, revised to address concerns, and reviewed by committee before it runs again.
       
  3. Review and approve new programs, using criteria (1) a-g above, with proposal to the full Internationalization Council, at the request of the Director of Education Abroad, and with feedback from relevant academic departments.
  1. Design curricular review and articulation process to be implemented by each PSU Academic department for determining PSU equivalent credit for courses taken on PSU approved Education Abroad programs.
  1. Follow the most recent standards for study abroad programs established by the Forum on Education Abroad (or equivalent national professional association), such as the Forum's Standards of Good Practice. The Internationalization Council works with PSU’s Office for Global Engagement and Innovation leadership to recommend broad institutional policies and goals for programs of study abroad and other opportunities abroad in accordance with the NWCCU policy on third party contracts for educational services. Annual reports will be provided to the Faculty Senate as part of the Internationalization Council’s reporting responsibility.
