North Clackamas
The North Clackamas Annexation Study Group was established by Clackamas County in 2005 to engage in fact-finding regarding governance issues and options for the North Clackamas Area. Concerned that piecemeal annexation in and around the Clackamas Town Center and Highway 212 industrial district may not result in the most balanced delivery of urban services when cost and service levels are considered, the County convened this group of local elected officials, community planning organization representatives, chairs of local service districts and authorities and business/economic development representatives to initiate dialogue.
The goal of the process is to jointly identify the range of issues associated with the long-term governance of one of Oregon's major urban areas. The effort is being undertaken to ensure that the concerns of all communities are recognized and incorporated in any subsequent discussions. The development of specific governance alternatives, and their presentation to and discussion by the community at large would follow, and not be replaced by, this effort.
The North Clackamas Study Area is comprised of areas inside the Metro Urban Growth Boundary (UGB) but outside any incorporated city or the "Lodges," east of the Willamette River and North of the Clackamas River. Ethan Seltzer, through the Institute of Portland Metropolitan Studies, facilitates the Study Group on behalf of the County.
