In accordance with the Higher Education Act of 1965, as amended by Congress, Portland State University has established a satisfactory academic progress (SAP) policy for students. Since the Office of Student Financial Aid is committed to assisting students succeed in obtaining a university education, we see it as important that students understand the policies and procedures related to this requirement. This policy is effective beginning fall quarter 2005. The policy covers the below list of financial aid programs:
Evaluation
Satisfactory academic progress is evaluated at the end of each quarter of enrollment. Students will be considered to be making satisfactory academic progress if they meet all three policy requirements. Failure to comply with any one policy component will result in a loss of financial aid eligibility. This policy will consider all quarters of enrollment whether or not financial aid was received.
The three SAP policy requirements are the Maximum Time Frame Requirement, the Grade Point Average Requirement, and the Rate of Completion Requirement. For a detailed explanation of each requirement, please see below.
Maximum Time Frame Requirement

An undergraduate student may receive financial aid until they have attempted 270 quarter credit hours including transfer credit hours accepted by PSU.

A graduate student may receive financial aid until they have attempted no more than 150% of the coursework required for their degree program.
Earned A, B, C, D and P grades are considered completed quarter hours of credit. Audit hours will not be counted in the total number of quarter hours attempted. PSU grades of F, I, IP, NP, W, M and X are not considered completed quarter hours of credit. PSU grades of F, I, IP, NP, W, Y, M and X will be considered in calculating quarter credit hours attempted.
Students who fall into this category are immediately ineligible for financial aid. A student may petition for reinstatement of financial aid based on the guidelines listed in the “Appeal Procedures” section of this policy.
Grade Point Average (GPA) Requirement
Undergraduate GPA Requirement
An undergraduate student’s grade point average will be evaluated after the end of each quarter of enrollment. A student must maintain a 2.0 cumulative PSU grade point average or higher. If a student’s cumulative PSU grade point average falls below 2.0, the student will be placed on financial aid warning until the end of the next quarter of enrollment.
Financial Aid Warning
Students on financial aid warning will remain eligible for financial aid. If a 2.0 cumulative PSU grade point average is not maintained at the end of the next quarter of enrollment, the student will be placed on financial aid probation.
Financial Aid Probation
Students on financial aid probation will remain eligible for financial aid. If a 2.0 cumulative PSU grade point average is not maintained at the end of the next quarter of enrollment, the student is immediately ineligible for financial aid. The student may petition for reinstatement of financial aid based on the guidelines listed in the “Appeal Procedures” section of this policy.
Graduate GPA Requirement
A graduate student’s grade point average will be evaluated after the end of each quarter of enrollment. A student must maintain a 3.0 cumulative PSU grade point average or higher. If a student’s cumulative PSU grade point average falls below 3.0, the student will be placed on financial aid warning until the end of the next quarter of enrollment.
Financial Aid Warning
Students on financial aid warning will remain eligible for financial aid. If a 3.0 cumulative PSU grade point average is not maintained at the end of the next quarter of enrollment, the student will be placed on financial aid probation.
Financial Aid Probation
Students on financial aid probation will remain eligible for financial aid. If a 3.0 cumulative PSU grade point average is not maintained at the end of the next quarter of enrollment, the student is immediately ineligible for financial aid. The student may petition for reinstatement of financial aid based on the guidelines listed in the “Appeal Procedures” section of this policy.
Failure to maintain the grade point average requirement also has implications regarding academic status. Please see PSU’s policies on academic standing. The Schedule of Classes and the PSU Bulletin cite the minimum GPA students must maintain while enrolled, as well as PSU’s policies on academic standing.
Rate of Completion Requirement
A student’s rate of completion will be evaluated after each quarter of enrollment. A student must maintain at least a 67% PSU completion rate. If a student’s PSU completion rate falls below 67%, the student will be placed on financial aid warning until the end of the next quarter of enrollment.
Financial Aid Warning
Students on financial aid warning will remain eligible for financial aid. If a 67% PSU completion rate is not maintained at the end of the next quarter of enrollment, the student will be placed on financial aid probation.
Financial Aid Probation
Students on financial aid probation will remain eligible for financial aid. If a 67% PSU completion rate is not maintained at the end of the next quarter of enrollment, the student is immediately ineligible for financial aid. The student may petition for reinstatement of financial aid based on the guidelines listed in the “Appeal Procedures” section of this policy.

Appeal Procedures
Appeals must be submitted in writing to the Office of Student Financial Aid. Petitions are approved on a case-by-case basis. The student must have experienced special circumstances that interfered with the completion of their coursework. Petitions will only be approved under these circumstances.
To file for a petition, a student must complete and submit a satisfactory academic progress petition form and include documentation supporting their claim of special circumstances to the Office of Student Financial Aid.
Upon review, the Office of Student Financial Aid will rule on the student’s petition and notify the student in writing about their financial aid eligibility.
