Campus Public Safety Releases Updated Policy Manual

Portland State University Campus Public Safety is proud to publish the updated Policy Manual.  In accordance with our commitment to transparency and community engagement, the manual is being released to the campus community and public at the same time it was placed into effect by Chief Halliburton.

Meet Chief Halliburton

Willie Halliburton, PSU’s Chief of Campus Public Safety, believes deeply that safety comes from developing relationships in the community and treating people with respect. His ultimate goal is to build trust with the PSU community. He is breaking new ground by starting unarmed patrols on Sept. 1, 2021.

Our urban campus in the heart of Portland is one of the best parts of PSU, offering easy access to internships and hands-on learning. Yet we are our own community with extra security measures to ensure PSU is safe. We invite you to visit and see for yourself!

OUR OFFICERS

We have two types of officers: Police and Campus Safety. Portland State University Police are sworn, fully certified officers with advanced training in PSU-specific areas such as de-escalation techniques and multicultural competency. Our Campus Safety Officers are trained safety personnel who patrol campus and provide assistance when needed. 

How safe is Portland State? 

PSU is a safe campus in an urban environment. Theft is the most common crime reported on campus. Personal crimes, such as assault, are rare. PSU encourages students, faculty and staff to report any incidents on campus to our Campus Public Safety Office. YourLocalSecurity.com ranks PSU as Oregon's safest campus in 2021.

How safe is Portland, Oregon?  

We work together to make our campus and our city as safe as possible. Portland is known for its passionate protests of racial injustice and social inequality. These protests are usually peaceful, limited to a small part of the city, and not on campus.

How are you improving security?  

We are making our campus safer by adding more cameras, requiring access cards to enter buildings, and hiring a new officer to manage campus security. We are also training new Student Safety Ambassadors to provide more monitoring and assistance on campus.
