Western Undergraduate Exchange

The Western Undergraduate Exchange (WUE) Scholarship provides nonresident students with the opportunity to enroll in academic programs at Portland State that are not readily available from their home state institutions. When you're admitted to Portland State as a WUE participant, you pay 150 percent of the university's resident tuition plus any fees that all students are required to pay. Compare that with the nearly 350 percent more you'd pay as a traditional nonresident and you'll see why students choose the WUE Scholarship. You are not required to demonstrate financial need to participate in the WUE Scholarship.

Portland State University accepts WUE students from Alaska, Arizona, California, Colorado, Hawaii, Idaho, Montana, Nevada, New Mexico, North Dakota, South Dakota, Utah, Washington, and Wyoming.

Eligibility & Academic Progress for WUE

Eligibility

  • The WUE Online application does not substitute for the Admissions Application to Portland State University. For further information about admissions, check out Undergraduate Admissions.
  • Be a newly admitted, first-time Portland State student with a 3.25 cumulative GPA (freshman) or 2.5 transfer GPA. (Students who have already taken a course at PSU, and students who have already obtained a bachelor's degree are not eligible for WUE.)
  • Freshman who do not meet the 3.25 GPA requirement may also qualify with a minimum SAT score of 1100 (Critical Reading and Math) or an ACT score of 24.
  • Students who have not graduated high school but have taken the G.E.D. need a score of 563 to qualify for WUE
  • Submit a web WUE application by the deadline date* for your first term at Portland State University:
    • Winter term 2008: October 1st
    • Spring term 2008: February 1st

  • WUE application deadlines beginning Summer 2008
    • Summer term: June 1st
    • Fall term: September 1st
    • Winter term: December 1st
    • Spring term: March 1st

  • *These deadlines are firm. Late submissions will not be accepted.
  • Students can apply to the WUE Scholarship before submitting their general admission application to PSU or being admitted to PSU; however, admissions to the WUE Scholarship will not be determined until a PSU decision has been made.
  • Indicate a WUE participating program as your major area of study on the admissions application.
  • Agree to meet all graduation requirements of your WUE major and maintain full-time enrollment during fall, winter and spring quarters.

Academic Progress

You may continue to enjoy the WUE tuition benefit as long as you maintain at least a 2.5 cumulative GPA on credits earned at Portland State and complete at least 66 percent of the courses in which you register.

Out-of State-Opportunity Scholarship


Students from outside of Oregon are invited to compete for the Out-of-State Opportunity Scholarship at Portland State University. This merit-based award offers students a chance to receive up to $6,500 annually in tuition remission at the University. These scholarships may be renewed for up to 12 terms at Portland State. This scholarship is awarded in the form of a PSU fee remission and does not represent a cash award. Therefore, it may not be combined with other fee remission awards.

Qualifications & Scholarships amount/terms

Qualifications for OOS Applicants

  • Minimum 3.00 high school grade point average
  • The qualifying grade point average is based exclusively upon credit hours from accredited high schools plus any transferable college credits
  • Must be fully admissible to Portland State University as a first-time freshman with no more than 29 transfer credits
  • Note that a non-resident possessing a non-immigrant or temporary visa (e.g., B, C, D, F, J, or M) is not eligible for this award

OOS Applications will be reviewed and evaluated in a two-step awarding cycle. Applications will initially be reviewed after December 1. A second awarding cycle will begin after February 1 and continue until all scholarship funds have been awarded.

Scholarship amount: $4,000 – $6,500

  • $4,000 per academic year with a minimum high school GPA of 3.00-3.49
  • $6,500 per academic year with a minimum high school GPA of 3.50

Tuition remission scholarships will be disbursed in equal amounts each fall, winter, and spring academic terms for which the recipient meets the following qualifications. The award is subject to change and the scholarship is subject to available funding from the institution.

Scholarship Terms

Recipients must maintain satisfactory academic progress with successful completion of at least 12 PSU undergraduate credit hours each academic term while maintaining a minimum 2.75 GPA in order to continue to qualify for the award.
