Western Undergraduate Exchange Scholarship
Portland State University awards the WUE Scholarships to first-time freshmen students from Alaska, Arizona, California, Colorado, Hawaii, Idaho, Montana, Nevada, New Mexico, North Dakota, South Dakota, Utah, Washington, and Wyoming.
The Western Undergraduate Exchange Scholarship (WUE) is a competitive, merit-based scholarship that provides nonresident students with the opportunity to enroll in academic programs at Portland State that are not readily available from their home state institutions. If awarded the WUE Scholarship, recipients pay 150 percent of the University’s resident tuition plus any fees that all students are required to pay. The WUE Scholarship is awarded based on merit and students are not required to demonstrate financial need. This scholarship is awarded in the form of a PSU fee remission and does not represent a cash award. Therefore, it may not be combined with other fee remission awards in any amount that exceeds a student’s assessed instructional fees.
WUE Scholarship Requirements
- Minimum 3.50 high school cumulative grade point average. The qualifying grade point average is based exclusively upon credit hours from accredited high schools without transferable college credits;
- Applicants who do not meet the 3.50 GPA requirement may also qualify with a minimum SAT score of 1200 (Critical Reading and Math combined) or an ACT composite score of 27;
- Must be fully admissible to Portland State University as a first-time freshman. Any college credits must be taken concurrently with high school enrollment;
- Note that a non-resident possessing a non-immigrant or temporary visa (e.g., B, C, D, F, J, or M) is not eligible for this award.
The PSU residency officer, in accordance with University and state policy, determines student residency status. Time accumulated in Oregon while receiving the WUE Scholarship cannot be applied to time spent in establishment of Oregon residency for tuition purposes. Once students withdraw from a WUE program, instructional fees will no longer be discounted and they will be assessed PSU nonresident tuition.
Deadline
In order to be automatically considered for the Western Undergraduate Exchange Scholarship, students must complete the admissions application process by December 1 for enrollment in the following academic year. To be automatically considered for WUE, you must submit:
- A complete application for admission;
- Official high school transcript;
- Official ACT/SAT scores (if not yet available, please submit as soon as possible);
- Official college transcript(s) (if college coursework taken);
- Students must declare a participating WUE major on the admissions application;
- If a student applies for and is accepted in to the University Honors or Russian Flagship program, they will also be automatically considered regardless of their major.
If awarded, students will be notified by mail no later than April 15.

*Tuition and fees are calculated based on students enrolling in 15 credits for fall, winter and spring terms. Housing is based on double occupancy. Meal plan estimate is based on 15 meals per week.
Scholarship Terms
Recipients must maintain satisfactory academic progress with successful completion of at least 12 PSU undergraduate credit hours each academic term while maintaining a minimum 2.0 cumulative Portland State grade average in order to continue to qualify for the award.

Out-of-State Opportunity Scholarship
Freshman and transfer students from out of Oregon are invited to compete for the Out-of-State Opportunity Scholarship at Portland State University for the 2012-2013 academic year. This merit-based award offers students a chance to receive up to $8,000 annually in tuition remission at the University. These scholarships may be renewed for up to 12 terms at Portland State. This scholarship is awarded in the form of a PSU fee remission and does not represent a cash award. Therefore, it may not be combined with other fee remission awards in any amount that exceeds a student's assessed instructional fees.
Qualifications for High School Applicants
- Minimum 3.00 high school cumulative grade point average;
- The qualifying grade point average is based exclusively upon credit hours from accredited high schools without transferable college credits;
- Must be fully admissible to Portland State University as a first-time freshman with no more than 29 transfer college credits;
- Note that a non-resident possessing a nonimmigrant or temporary visa (e.g., B, C, D, F, J, or M) is not eligible for this award.
Qualifications for Transfer Students
- Minimum 2.75 grade point average. For undergraduate transfer students, the qualifying grade point average is based exclusively upon transferable credit hours from accredited colleges or universities. All acceptable college credit hours at the time of scholarship award will be included;
- Minimum 30 transferable college credit hours. To be eligible, transfer students must present a minimum of 30 transferable quarter credit hours or 20 transferable semester credit hours;
- Must be fully admissible to Portland State University.

Scholarship Terms
Recipients must maintain satisfactory academic progress with successful completion of at least 12 PSU undergraduate credit hours each academic term while maintaining a minimum 2.75 PSU GPA in order to continue to qualify for the award.
Tuition remission scholarships will be disbursed in equal amounts each fall, winter, and spring academic terms for which the recipient meets the qualifications. The award is subject to change and the scholarship is subject to available funding from the institution.
